Your Secret despatch of the 20th July and your (14) telegram No.58. Has agreement been reached? The flying

season is now close at hand and I am most anxious for

British flying to have the earliest possible opportunity of

starting an enterprise which ought to be of the greatest

value in meeting American competition in China markets.
